Rejoiners are those who joined during either the first or second run of Spotlight! at any point in time. This includes both established members and prejoiners.

Yes, all members who joined during a previous run and join again during this run get an extra achievement in addition to their status achievement.

If you do not proof of your join date, you can still apply for this achievement as long as you can provide any proof of past membership - either in the form of custom graphics or a screenshot of past logs.
